Project context The group that made the estimates knew the context

In which the project would be carried out and described it this way:

The team that was going to implement the solution did not have a good knowledge of the business since they usually dealt with financial issues.
There was also a lack of experience with the technologies involved in developing the solution, such as digitalisation and electronic signature, although they were conceptually known.
The project leader was not fully available as he was already sharing work across three Saudi Arabia Mobile Database projects and the substitute did not have much experience or leadership to carry out a project independently.
Tools used for estimation
The tools available to the organization that carried out this project were experience or its experts (empirical tools, Excel sheets generated from experience, historical FP exercises (IFPUG) and Use Case Points (UCP) and a classification in historical effort ranges by type of project specific to the organization, similar to that shown in Figure 1.

Results
The project, which was originally estimated to take 5 months by a group of experts from the organization, was actually completed in 13.25 months, which meant a delay of 165%. It is worth mentioning that this group originally made the estimate, in approximately one month of effort.
